Despite pressure to disband the police department in Minneapolis, the mayor and police chief are pushing for smaller reforms that will allow for more accountability. NBC News’ Shaquille Brewster reports on the new reform policy that will prohibit any officer, involved in a critical incident, from viewing the body cam footage before creating a police report.
